2024 is geared up for important changes and process in the highly regulated industries of cannabis and natural medicine in Colorado.
Pursuant to the Natural Medicine Health Act, no later than December 31, 2024, the Department of Regulatory Affairs shall adopt rules to establish qualifications, education, and training requirements for facilitators and approve required training programs. Throughout 2023, the newly formed Natural Medicine Division of the Department of Revenue hosted Listening Sessions to gather information on various subjects (testing, cultivation and manufacturing practices, public education campaigns, business structures and licensing considerations, and more) to inform the upcoming rulemaking they will perform to regulate the commercial aspects of the natural medicine industry in Colorado. They are also conducting stakeholder workgroups to inform this process.
According to their proposed implementation timeline, rulemaking should officially begin March 1, 2024 with a permanent rule making hearing on April 14, 2024, and rules to become effective at the earliest, June 14, and at the latest October 1, 2024. During this time, we are remaining engaged in the rulemaking process so we can continue to be a resource for clients wishing to become a licensed entity in the commercial natural medicine supply chain.
